Instructions

  1. Preheat and Prepare: Preheat the oven to 350°F (175°C). Grease a 9×13-inch baking dish thoroughly and set it aside to ensure your bars don’t stick.
  2. Mix Dry Ingredients: In a large bowl, combine 1½ cups flour, 1½ cups oats, 1 cup packed light brown sugar, 1 teaspoon salt, and 1 cup softened butter. Mix with a spoon until fully incorporated into a crumbly dough. Reserve about 1 cup of this mixture for later use.
  3. Form Base Layer: Press the remaining mixture firmly and evenly into the bottom of the prepared baking dish, creating a sturdy crust for the bars.
  4. Prepare Chocolate Topping: In a medium-sized pot over medium-low heat, combine the sweetened condensed milk, milk chocolate chips, and the remaining 2 tablespoons of butter. Stir constantly until the chocolate chips have fully melted and the mixture is smooth and well blended.
  5. Assemble Bars: Pour the melted chocolate mixture evenly over the oat crust layer in the baking dish. Then sprinkle the reserved oat mixture on top of the chocolate layer to add a crunchy texture.
